network places broken

Under 'Computer' there is a category called 'Network Location'. If I right click there I can 'add a network place'. After completing the wizard the link appears and it looks like the location I linked to on our network.
But I can't go into the subfolders this way. It says: c:\Users\Ben\AppData\Roaming\Microsoft\Windows\Network Shortcuts\prj\EL0310 is not accessable. The system cannot find the file specified.
This looks like a bug to me. Is there a proper place to submit bugs? Ben.
